Chinese Foreign Ministry has published a 12-point statement on resolving the Ukrainian crisis

China’s Foreign Ministry on Friday released a position statement on the political settlement of the Ukraine crisis, the document posted on the ministry’s official website, containing 12 points.

The first point stresses the need to respect the sovereignty and territorial integrity of all countries, noting that “all countries are equal regardless of their size, strength or wealth. The need for equal and uniform application of international law and rejection of double standards is pointed out.

The second paragraph calls for abandoning the Cold War mentality and stresses that regional security cannot be ensured by strengthening and enlarging military blocs. Due consideration should be given to the legitimate security interests and concerns of all countries.

The third point, entitled “Cease hostilities and stop war”, clarifies that “in conflicts wars have no winners”. China calls on all parties to maintain restraint, not to pour oil on the fire, not to allow the Ukrainian crisis to escalate further or even spiral out of control. It also stresses the need to resume direct dialogue between Moscow and Kiev.

The fourth point is devoted to peace negotiations. The Chinese side points out that dialogue and negotiations are the only real way out of the Ukrainian crisis. The need to create conditions and provide a platform for the resumption of negotiations between Russia and Ukraine is noted.

The fifth paragraph calls for support for all measures to help alleviate humanitarian crises, stressing the inadmissibility of politicizing humanitarian issues.

In the sixth paragraph, China expresses support for prisoner-of-war exchanges between Russia and Ukraine, noting that all parties should create more favourable conditions for this. The need to protect civilians and prisoners of war is stressed.

The seventh point focuses on the security of nuclear power plants, noting the need to counter armed attacks on peaceful nuclear facilities such as nuclear power plants.

The eighth paragraph notes the unacceptability of the use of nuclear weapons, stressing the need to discourage the use or threat of use of nuclear weapons.

The ninth point stresses that all parties must abide by the agreement on the transportation of grain through the Black Sea. It is pointed out that the international cooperation initiative on food security proposed by China could provide a real solution to the global food crisis.

The tenth point stresses that China is against the abuse of unilateral sanctions in the context of the Ukrainian conflict, as they do not contribute to solving the crisis, but only create new problems.

The eleventh paragraph calls for ensuring the stability of production and supply chains. China also calls for countering the politicisation of the global economic system.

In the final paragraph, China notes that it is ready to assist and play a constructive role in post-war reconstruction in the conflict zone.
