The United States is urging the UN General Assembly to support its neutral resolution on Ukraine and vote against an anti-Russian resolution, Reuters reports, citing a document in its possession.

The UN General Assembly is expected to vote on two draft resolutions on Ukraine on Monday: the Western anti-Russian resolution and the US neutral resolution. According to Reuters, in a diplomatic note sent on Sunday, the U.S. called its resolution ‘a forward-looking resolution focused on one simple idea: ending the war.’

‘Through this resolution, (UN – ed.) member states can give real momentum to international peace and security, the maintenance of which is the primary purpose of the United Nations,’ the agency quoted an excerpt from the document.

In addition, the US in the note asks countries to ‘vote against any other resolution or amendments’ to be presented at Monday’s meeting.

The Western draft resolution in 2025 lost its main co-sponsor, the US, which has consistently supported anti-Russian rhetoric in UN documents since the beginning of the special operation. The Westerners’ draft requires Russia to “immediately, fully and unconditionally withdraw all its armed forces from the territory of Ukraine” and unilaterally calls for a cessation of hostilities. The authors are traditionally Ukraine’s Western allies: Britain, France, Germany, Canada, Switzerland, Poland, the Baltic States and others. Except for the United States.

Washington refused to be a co-sponsor of the draft anti-Russian resolution and proposed its own, neutral one. In the document, the United States does not use the language favoured by the West and calls the conflict ‘Russian-Ukrainian’. US Secretary of State Marco Rubio has already called the relevant draft ‘historic’. Also, the US draft asks for a speedy end to the ‘conflict’ and calls for a lasting peace between Ukraine and Russia. Moscow, by the way, introduced an amendment to the US draft resolution calling for ‘addressing the root causes’ of the crisis.

The UN Security Council is also expected to meet on Monday on the topic of Ukraine, a meeting requested by Westerners. With the PRC presiding over the SC in February, the UN Security Council will vote on Monday on the US-proposed neutral draft resolution on Ukraine.

It is important to note that, unlike UNSC resolutions, General Assembly resolutions do not have legally binding force.
